MEMORANDUM SUBJECT: RICHARD REYNA INTERVIEW OF CARY JAMES GAGAN DATE: AUGUST 2-3, 1995 The first contact with Mr. Gagan was achieved telephonically at 2:50 p.m. on August 2, 1995. Richard Reyna was in his hotel room during the conversation. Mr. Gagan told Reyna that at the present time, he was working with the Colorado Bureau of Investigation on something big and stated that it would be going down in approximately two weeks. Sounding agitated, he said he had tried to tell people about things that were going to happen, but nobody would listen to him. Mr. Gagan stated that he was sure that he was being followed and that some of his friends had commented to him that they were also being followed and that this was making them very nervous. Reyna brought up the subject of the letter that he had written and delivered to the U.S. Marshall's office. Reyna told Gagan that he found it incredible to believe that the Federal Marshall's chose to ignore such a letter and to make matters worse, their refusal to pursue information even after the bombing in Oklahoma City. Mr. Gagan answered by stating that they just didn't care. Arrangements were made to meet in the Redline Hotel bar. Upon initially meeting, Reyna spoke for a few minutes telling Gagan the type of work that he does and asked Gagan whether he had any questions. Gagan replied that he had no questions for Reyna. Reyna produced a copy of the letter that was sent to the U.S. Marshall, Tim Rowe, and gave it to Mr. Gagan for his examination. Gagan said that he had already negotiated a contract with a television station for exclusive rights to his story. He said the contract became official when he passed a polygraph examination. Gagan was told that Reyna had a question with respect to the dates written on the letter. Reyna pointed out that the letter was dated April 6, 1995, but that a section of the letter mentioned that he had made requests for Marshall Rowe to contact him on the dates of April 27 and April 28, 1995, and that the requests were ignored. Mr. Gagan stated that he had inadvertently wrote down the month of April when in fact he meant to write down the month of March because it was during that particular month when he made several telephone calls to the U.S. Marshall's Office per their request but that they never returned their calls that he left on their machine. Mr. Gagan again repeated that it was an error and that the letter should read the 27th and the 28th of March, 1995. Reyna then produced a copy of the envelope with the signature named "Sharon" and asked Gagan if he personally delivered the letter. Mr. Gagan replied that he had another party deliver the envelope with instructions that the person receiving the contents of the envelope sign the envelope. Mr. Gagan stated that the other party who delivered the contents of the envelope picked up the envelope with the letter in it, from him at 800 Pennsylvania, and returned it later with the signed envelope. Gagan stated that the envelope was signed by someone at the U.S. Marshall's Office by the name of "Sharon" and that he had also made a telephone call to the Marshall's Office about one or two months ago and that he had learned that there is a female employee working there by the name of Sharon. Gagan was asked if he was having trouble at this time and if he was being followed, and he replied that he was being followed but not continually because he moved around quite a bit and never stayed at one place longer than two days. Mr. Gagan stated that although "they" didn't come to talk to him, he was nevertheless given immunity, that he was never taken away; if he could provide some "bullshit information." Mr. Gagan appeared annoyed as he mentioned that the government knew that he had been in Kingman, Arizona on April 4, 1995, but they never came around. Mr. Gagan stated that he had never spent the night in Kingman, Arizona, but that he had made a five hour round trip and even stopped at a Union 76 truck stop and even has a receipt to prove that he made a purchase at that location. Gagan stated that he had been at the Russian Embassy in Mexico City but it had nothing to do with espionage. He also stated that he had met Edward Bodenzayer, a Soviet spy from Austria. Mr. Gagan stated that there is something that is going to happen within three weeks involving a group called F.U.Q.U.A. consisting of a bunch of black Muslims who have a beef against the Attorney General's office, the Colorado Bureau of Investigation, and the Governor of Colorado. Mr. Gagan stated that the Muslim's were planning to do some stuff and that he went to the Colorado Bureau of Investigation and told the agents what he knew. When asked what was "going down" with in the next three weeks, Gagan replied that it pertained to a bomb and that they were going to blow up the Colorado Bureau of Investigation and the State Attorney General's building using six 150 kilo bombs and that they told him that they were going to do it simultaneously, and that he had seen the bombs. Gagan stated that he knew these people, and that when he told the FBI that he was meeting with these people, the FBI would not show up or if they did, they didn't do anything. Mr. Gagan again stated that even in the March 27th letter, he told them (FBI?) that something was going down, that a plan was being hatched and something was going down. Mr. Gagan stated that he was not Gene Dickson (predictions) and that again on April 6th, he told the same thing and even made a trip and that upon his return noticed that some people were stunned to see him back in Colorado. Mr. Gagan stated that he was not supposed to return to Colorado, that he was supposed to have been in Mexico. When asked about people that he transported the explosives for, Gagan stated that they were part of an Islamic society, and that they worked out of Las Vegas. Gagan stated that they have a very secretive way of contacting each other. Gagan stated that they do not phone each other, that they put a mark on a specific place for communication purposes, and that they monitor the mark every day and that if they see the mark that it means something. Gagan stated that the only two people that will know about the mark will be the person making the mark and one other person and that if someone else shows up, then it means that one of the two has told someone else because, only they would know about this mark, and that they had not used the telephone to communicate this particular contact. Mr. Gagan stated that he told Mr. Nigh, that he told the FBI in Las Vegas that he would be willing to put a marker on a "thing" so that the agent could see for himself but that the agent said, "Oh, no" and that this was the end of their conversation, and that the agent got out of the car. Gagan was asked if he could recall how much explosives he brought back with him to Denver. Gagan said that the explosives were in a Nike athletic bag similar to the kind that tennis players carry. Gagan was asked if he could recall how much the bag weighed, and he replied that he had his other stuff in the same bag, and that he just thought that he was carrying cocaine. On further questioning, Gagan described the package inside the athletic bag as being about the size of kilo. Gagan said the FBI was skeptical when he told them about it, but thinks they had someone there at the airport on the May, 1994, trip from Las Vegas. Gagan said that a man named George Colombo at the Postal Center where he hid the stuff would be able to tell Reyna. Gagan was asked about how much he received for transporting the explosives and he replied that he received $5,000. Gagan was asked if there was a possibility that Reyna could meet with him in Las Vegas, and Gagan replied that there was, and stated that he felt more comfortable speaking with the investigator than with the lawyers. Reyna suggested to Gagan that they talk on Friday to make the arrangements to meet in Las Vegas. Gagan stated that that may be a problem and then Reyna said that he could meet with Gagan the following day in the evening. Gagan replied that he would give Reyna a call. Gagan said that he still had the originals such as the envelope, counterfeit money, passports, and tickets to Mexico. Gagan stated that the FBI taped a conversation he had with Hamad Hamad, an Iranian, in 1986 at an airport as well. Gagan said that Billy, his brother, delivered his letter to the U.S. Marshall's Office on April 6, 1995. When asked if he ever questioned anyone about what he was doing in Kingman, Arizona, he mentioned "Omar" and said that he thought he was picking up some dope. When shown a picture of Walter "Mac" McCarty, Gagan replied "that's it." He said that the man named "Omar" told him that something was going down in the next couple of weeks, that they were going to bomb a federal building either in Denver or someplace nearby. Gagan did not remember where he had been in Kingman, but said it was off of Northern Street. On August 3, 1995, at approximately 7:03 p.m., Richard Reyna received a telephone call at his hotel from Mr. Gagan. Gagan told Reyna that an individual whom they had seen at their earlier meeting at the hotel met him that morning and asked him to take a walk with him along with another unidentified male. The man then showed him a photograph of his son and told him that if he met with Reyna again that they would harm his family. Mr. Gagan stated that the men were definitely not federal agents. Gagan stated that he had pending plans to be in Las Vegas, Nevada from August 12-16, and that he would meet with Reyna then. Gagan gave Reyna a phone number to call if he wanted to leave a message for him. Gagan stated that a person by the name of "Joan" would answer and would pass the messages on to Gagan. On August 4, 1995, Reyna called Joan at (303) 794-3981 and asked her to get a message to Mr. Gagan to call Reyna at his home in Texas. At approximately 9:01 p.m., Gagan called and told Reyna that he had been working very hard on a case and that the best he could do was to call Reyna on Sunday, August 13th, at 5:00 p.m. to let Reyna know whether he would be free for at least one day to meet with Reyna and that if was possible that he would meet in Las Vegas, Nevada on Monday, August 14, 1995. Gagan told Reyna that he would see what he could do and get back in touch with him. On Thursday, August 10, 1995, at approximately 3:05 p.m., Reyna received a message on his recorder from Gagan which stated that Gagan had been working with the Colorado Bureau of Investigation and that they wanted him to stay in Denver for a couple of days. He also stated in his message that he would call Reyna as soon as he got the chance. On Sunday, August 13, 1995, at approximately 3:45 p.m., Reyna called Joan at (303) 794-3981 and asked Joan if she had heard from Gagan. She replied that she had not. Reyna asked Joan to relay a message to Mr. Gagan that his friend in Texas needed to talk with him. As of August 15, 1995, at 3:00 p.m., Reyna had not heard from Gagan.
