MEMORANDUM SUBJECT: RICHARD REYNA INTERVIEW OF ROBERT MILLAR DATE: OCTOBER 16, 28-29, 1995 October 16, 1995, Richard Reyna met with Dr. Robert Millar in Elohim City. Dr. Millar was very cordial but immediately made it clear that he had no idea what the telephone call (reportedly made by Tim McVeigh) was about because he personally never spoke with Mr. McVeigh, and that to his knowledge, no one in Elohim City spoke with Mr. McVeigh. Mr. Millar stated that he believes that his telephone is tapped, because he recalls having had a conversation with someone by the name of Harold who lives in Alabama not too long ago. The day following his telephone conversation with Harold, FBI agents interviewed Harold in Alabama and asked him what his conversation with Dr. Millar had been about. Dr. Millar did not say what Harold's response was. Dr. Millar stated that FBI agents told him that Tim McVeigh had been given a speeding ticket in Cedarville, a town located approximately 25 miles from Elohim City. Dr. Millar believes that FBI agents are suggesting that Mr. McVeigh has visited Elohim City citing the only reason why Mr. McVeigh would be in the immediate area. Dr. Millar stated that soon after his interview with FBI agents, news reporters arrived and began to ask him questions about the telephone call that Timothy McVeigh reportedly made to Elohim City. Dr. Millar believes that the FBI alerted the news media. Dr. Millar believes that the alleged telephone call is preposterous, but at the same time, seems to feel that FBI agents have almost convinced him that the telephone call was made to Elohim City. Dr. Millar stated that the agents told him that one call was made to Elohim City from Arizona by Mr. McVeigh and that Mr. McVeigh also made another telephone call to some other place. Dr. Millar stated that FBI agents told him the telephone call to Elohim City lasted approximately 2 minutes. Dr. Millar stated that the agents would not produce the records of the reported telephone call, but was told that the call was supposedly made from a home in Kingman. Dr. Millar believes that FBI agents aren't really sure that the telephone call was made, but instead, only believe that it happened. Dr. Millar stated that he reviewed approximately 20 alias names presented by FBI agents. The agents told him that Mr. McVeigh used these names before. Dr. Millar was unable to recognize any of the names nor was he able to connect them to any of the people that he has met. Dr. Millar stated that the FBI agents only questioned him and nobody else about the telephone call reportedly made by Tim McVeigh even though he gave the agents permission to question all residents of Elohim City. Dr. Millar stated that FBI agents declined to question the other residents of Elohim City. Dr. Millar stated that after one of the many interviews, one of the FBI agents (named not disclosed) asked him not to tell anyone about their conversations and also asked him not to give any press conferences. Dr. Millar again stated that he has never met nor spoken with Tim McVeigh and that Mr. McVeigh has never visited Elohim City. Dr. Millar spoke about an incident that occurred approximately 6 years ago where FBI agents staged a raid on Elohim City. Dr. Millar states that prior to the raid, he was first visited by FBI Agent Ray Collins and FBI Chief of Operations Agent Baugh. The visit by these agents occurred approximately 32 hours prior to the raid. Dr. Millar stated that after the visit, Agent Baugh told him that he believed that Dr. Millar was "good people" and that if he had any more trouble to call him. Agent Baugh gave Dr. Millar one of his business cards. Approximately 32 hours after the visit by both FBI agents, approximately 10 armed SWAT FBI agents dressed in camouflage military clothing arrived at the entrance to Elohim City. A fixed plane also repeatedly flew over Elohim City as the agents stood at the entrance. FBI Agent Baugh also arrived with the FBI SWAT unit. FBI Agent Knox told him that they were looking for a fugitive and produced an undated 2 year old warrant of arrest. Dr. Millar stated that he did not see a name on the warrant. Dr. Millar stated that Agent Knox asked him if they could look in one of the buildings and that he gave them permission but on the condition that only three of the agents would enter Elohim City to search the one building. Dr. Millar stated that as additional FBI agents attempted to enter Elohim City, a stand-off developed. Dr. Millar stated that he had armed Patriots posted throughout Elohim City and that as FBI agents attempted to enter, the Patriots took a position to engage in war. Dr. Millar stated that the Patriots were armed with Mini-14 assault rifles. Dr. Millar stated that for a short period of time, there existed an actual "standoff" between his Patriots and the FBI SWAT unit. Dr. Millar stated that the situation was tense for a short while until the FBI SWAT was instructed to hold their position while the agents walked into Elohim City to inspect the building. Dr. Millar stated that after the agents entered the building, one of the agents opened up a bible and then picked up a rifle as to inspect it. At this point, Dr. Millar became angry and ordered the agents off Elohim City property. The agents left without any further incident. On October 28, 1995, Richard Reyna returned to Elohim City and continued his meeting with Dr. Millar. Dr. Millar stated that he had thought about the phone call and guessed that if Tim McVeigh did call, it would have been for Andy. Dr. Millar stated that Andy's last name was Straussmeyer and spelled out the name. Dr. Millar stated that Straussmeyer had been second in command over security for Elohim City. Dr. Millar stated that Mr. Straussmeyer lived in Elohim City for approximately 2 years and then left about one month after the bombing in Oklahoma City. Dr. Millar was asked if he had been in contact with Mr. Straussmeyer or if he knew where Mr. Straussmeyer was currently living, and Dr. Millar replied that the one person who would be able to immediately to locate Mr. Straussmeyer would be an attorney by the name of Kirk Lyons. Dr. Millar stated that Mr. Lyons lives in Black Mountain, North Carolina, and that he is an attorney who represents and has close ties with the Aryan Nation. Dr. Millar stated that Mr. Lyons has a pending lawsuit against Attorney General Janet Reno and also a pending lawsuit against the Bureau of Alcohol, Tobacco and Firearms. The lawsuit was filed on behalf of the Branch Davidians who lived in Waco, Texas. Dr. Millar felt certain that Mr. Millar would be able to put Reyna in contact with Mr. Straussmeyer, but cautioned him to be careful when he approaches Mr. Lyons. Dr. Millar suggested that Reyna personally visit with Mr. Lyons when asking him about visiting with Mr. Straussmeyer as opposed to speaking over the telephone or by use of the mail system. Dr. Millar told Richard Reyna to feel free to question anyone that he wanted to. Dr. Millar pointed out two females who frequently answered the telephone at Elohim City. The first lady that Reyna spoke with was young and did not recall speaking with anyone who called looking for Andy Straussmeyer. The second lady identified herself as Joan Millar, wife of Bruce Millar and daughter-in-law of Dr. Millar. Joan Millar stated that she recalled someone calling and asking for Andy Straussmeyer but that Mr. Straussmeyer was not available at the time. Mrs. Millar could not recall the name that the person used in identifying himself and stated that man told her that he had met Andy at a gun show and that Andy had given him the telephone number and address to Elohim City. Mrs. Millar stated that the caller told her that he was thinking of visiting Elohim City within the next few days and that she also extended the invitation for him to visit. Mrs. Millar stated that since the caller appeared to be acquainted with Andy Straussmeyer she saw no reason in not extending the invitation. Mrs. Millar then told Dr. Millar that although the person did not identify himself as Timothy McVeigh, she did recall that specific conversation pertaining to Andy Straussmeyer and about the caller telling her that he had met Mr. Straussmeyer at a gun show. During the interview, Mrs. Millar also told Dr. Millar that the caller also told her that he wanted to travel to Elohim City to spend a few days and that she extended the invitation. Mrs. Millar and Reyna walked for a few minutes during which time she stated that the FBI had contacted Dr. Millar to inquire about the telephone call, but no one else, to include herself, was ever interviewed by the FBI agents. Mrs. Millar stated that soon after the FBI contacted Dr. Millar to inquire about the telephone call, new reporters began arriving in Elohim City to inquire about the telephone call reportedly made by Timothy McVeigh. Mrs. Millar stated that some of the reporters were from as far away as Holland and other European countries. Mrs. Millar stated that all of the reporters were told that no one in Elohim City ever spoke with Tim McVeigh. On Sunday, October 29, 1995, Richard Reyna returned to Elohim City. He again spoke with Mrs. Joan Millar. Mrs. Millar could not remember any additional details about the telephone conversation and again mentioned that the conversation was brief. Mrs. Millar stated that although her husband was concerned about her possibly having to testify, she would consider submitting a sworn affidavit concerning her conversation with the person who called looking for Andy Straussmeyer. Mrs. Millar was asked about the news reporters that had descended upon Elohim City, and she replied that she had no doubt that the FBI had been responsible for the onslaught of reporters.
