Enver Hoxha’s multi-volume published works—comprising his Selected Works, memoirs, reports, and political diaries issued by the 8 Nëntori Publishing House in Tirana during and after his rule—are propagandistic primary sources that function as historical artifacts of Albania’s Stalinist isolation rather than objective accounts.

Collected Works (Vepra): 70 volumes in Albanian. Publication began in 1968 and continued into the early 1990s (the last official volume covers March–April 1979). This is the complete chronological collection of speeches, reports, articles, notes, and other documents.

Selected Works (Veprat e Zgjedhura / Obras Escogidas): 6 volumes. These were issued between 1974 and 1987 and translated into English and several other languages. They cover the period 1941–1984.

Massive Output: Hoxha was a prolific writer who published dozens of voluminous works, memoirs (such as With Stalin and The Anglo-American Threat to Albania), and multi-volume Selected Works documenting the Party of Labour’s trajectory from 1941 onward.

Revisionist Narrative: The texts are heavily dominated by the ideological objective of framing Albania as the world’s sole true Marxist-Leninist regime, systematically rewriting history to justify domestic purges and severe state paranoia.

Geopolitical Polemics: Successive volumes chart Hoxha’s ideological fallout and vitriolic denunciations of former allies—first Yugoslavia and Tito, then the Soviet Union under Khrushchev, and finally Mao’s China.

The concrete mushroom bunkers were probably just another do-nothing jobs program in the communist utopia of Albania. Hoxha had a name for the state of preparedness all Albanians should be in gjithmone gati, or “always ready”.
Construction ran mainly from the late 1960s through the mid-1980s. The small mushroom bunkers were prefabricated concrete-and-steel domes (typically ~3 meters in diameter) designed for 1–2 people with a firing slit. They were placed everywhere — beaches, fields, city streets, mountains, even cemeteries.

And don’t forget the jobs program to build 173,371 bunkers and fortified structures completed by 1983, out of a planned 221,143. This figure comes from Albanian military records and the Bunk’Art museum. Most of these were the small mushroom-shaped QZ bunkers (roughly 160,000+ of the iconic small domes). Later sources and a 2024 declassified map confirm the realized total stayed in the 173,000–180,000 range. The often-cited density of 5.7 bunkers per square kilometer matches the ~173,000 figure.
