In 2018, the Joint Chiefs of Staff issued a Joint Concept for Operating in the Information Environment (JCOIE), discussing the role of information in war: “JCOIE recognizes that individuals and groups today have access to more information than entire governments once possessed.” Discussing the challenges facing the military, they ask, “How will the Joint Force change or maintain perceptions, attitudes, and other elements that drive the desired behaviors of relevant actors in an increasingly pervasive and connected [informational environment] to produce enduring strategic outcomes?” A critical question indeed.
