The US-brokered agreement to stop attacks on energy infrastructure in Ukraine and Russia appears to be in jeopardy as both parties to the war have complained to the Trump administration about ongoing violations of the deal.

Last week, US officials met separately with Russian and Ukrainian delegations in Saudi Arabia to discuss ways to end the conflict. Following the meeting, Washington announced limited truces that would halt Russian and Ukrainian attacks on energy infrastructure and reestablished the 2022 Black Sea Initiative to allow cargo ships to pass through the warzone.

Now, the status of both agreements is in question.

On Tuesday, Ukrainian President Volodymyr Zelensky said that Kiev had provided Washington with a list of alleged Russian strikes on prohibited targets. “We have passed on all the necessary information about Russian violations in the energy sector,” he said.

Zelensky previously demanded that if the Kremlin violated either agreement, the US must impose more sanctions on Russia and send additional weapons to Ukraine.

Moscow has also complained to the US that Kiev is still targeting its energy facilities. Russian Foreign Minister Sergey Lavrov similarly said he handed lists of violations to Secretary of State Marco Rubio and National Security Advisor Mike Waltz.

In addition to the questions surrounding the energy truce, the ceasefire in the Black Sea is also uncertain. After the deal was announced, the Kremlin said that Washington must provide Moscow with some sanctions relief to allow Russian shipping to resume.

It is unclear whether the White House will be willing to remove Russian ships and firms from the lengthy sanctions blacklist. American politicians, along with Ukrainian and European officials, have instead called to strengthen the economic war on Russia rather than removing any penalties.
