The White House is moving to use nearly all of the remaining $400 million in military aid Congress appropriated for Ukraine before the funds expire at the end of the fiscal year on September 30. 

Reuters reports, citing sources, that the White House has already used $307 million of the $400 million Congress appropriated for 2026. The administration has plans for the remaining $93 million.  

The aid is in the form of Ukraine Security Assistance Initiative (USAI) funding. USAI allows the White House to buy weapons from American arms producers for Ukraine. USAI is different from the Presidential Drawdown Authority (PDA), which allows the President to send weapons directly from American stockpiles to other countries. 

One official told Reuters that the aid for Ukraine does not include additional Patriot missiles. Patriots are Ukraine’s most capable interceptors against ballistic missiles, and Kiev’s stockpile is extremely limited. Ukrainian President Volodymyr Zelensky has repeatedly requested a “winter package” of hundreds of Patriot missiles. 

However, the US has depleted a large portion of its Patriot missiles during the war against Iran. With the war still ongoing, Washington may be unwilling to give up any of its remaining interceptors, as Iran has continued to fire missiles at US bases in the region. 

While President Donald Trump has touted plans to ramp up American Patriot production and has given Kiev a license to produce the advanced interceptors in Ukraine, it will likely take years before the new factories produce Patriots in sufficient quantities. 

The US is sending Ukraine the military aid as Kiev continues to strike Russian energy targets despite Trump’s push for an energy truce. Ukraine continued to hit Russian refineries over the weekend. 

The European Union also announced a $7.5 billion military aid package to Ukraine. Just over $1 billion will go to the EU’s military assistance mission ​for Ukraine, $1.15 billion will go fund new joint procurement of equipment, and $5.3 billion will be released to member states to distribute to Ukraine.
