President Volodymyr Zelensky said the security guarantees from the US must receive approval from Congress and remain partly secret.
Zelensky has demanded that Ukraine and the US enter into a bilateral agreement similar to Article 5 of NATO as a condition for making an agreement with Russia to end the war. Moscow has said that Kiev commitment to neutrality must be part of any peace agreement.
On Monday, Zelensky said that those security guarantees will require Congressional approval and remain partly secret. “There is a separate document between us and the United States – bilateral security guarantees,” the Ukrainian leader wrote on X. “This is what we see: they must be reviewed by the U.S. Congress, with certain details and annexes remaining classified.”

Zelensky believes that an agreement to end the war is close following several days of talks between US and Russian officials in Miami. However, Moscow and Washington have expressed pessimism.
Several significant issues appear to remain unresolved, including territorial issues, Ukraine’s ties with the West, war reparations, and war crimes tribunals.
President Donald Trump made ending the war in Ukraine one of his top priorities. However, he has failed to push Russian President Vladimir Putin to make concessions, and the President has not used his leverage over Zelensky to force Kiev to sign a peace deal.
