The Russians and the Americans are still at odds over Ukraine’s potential NATO membership, a red line for Moscow and a tripwire for war. Connor and Kyle note that it does appear the Americans are willing to negotiate missile placements, perhaps replacing the INF Treaty, and limiting the size and scope of both NATO and Russia’s military exercises.
