Russia

  • Russia says five Ukrainian troops were killed by its border guard forces when they attempted to cross into Russia. Ukraine denies any of its troops were in the area. [Link]
  • Leaders of Luhansk and Donetsk released statements earlier on Monday calling on Moscow to recognize them as independent states. Putin granted the request, then ordered Russian troops into the Donbas on a “peacekeeping” operation. [Link] 
  • Biden announced sanctions on Donetsk and Luhansk. [Link]
  • The US claims Russia has a list of people it will target once it invades Ukraine. [Link]
  • French President Macron says Russia and the US have agreed in principle to a summit with Biden and Putin. [Link]

  • Saudi Arabia says 16 were injured when a Houthi drone was intercepted. [Link]
  • The UN-recognized leader of Libya, Prime Minister Abdulhamid al-Dbeibah, says he will hold elections this summer. After elections were canceled in December, a parliament in eastern Libyan selected a new prime minister. [Link]
